New Hampshire Softball Umpire Association
Bylaws
Article I: Name
The Name of the Association shall be the New Hampshire Softball Umpires Association (NHSUA).
Article II: Goals
The goals of this Association, established in 1978 are:
- Promote the game of softball, its players and umpires
- Achieve and maintain the highest standard of officiating
- Have available an adequate number of qualified umpires
- Enforce safeguards in accordance with NFHS rules
- Cooperate with the NHIAA in its effort to further the interest and ideals of softball
- Encourage the spirit of fair play and sportsmanship
Article III: Location
The principle place of business of the Association shall be at a location designated by the Executive Board; however, the Association may conduct its business throughout New Hampshire and elsewhere.
Article IV: Membership Status
Membership shall be open to all persons of the age of eighteen (18) years or older who are of good morals and character. No person shall be denied membership solely on account of race, religion, national origin or sex. A candidate for membership may only become a member by providing satisfactory proof of health and character and by successful completion of the Association’s Apprentice Program.
1. Active Member. A person who has been duly accepted for membership and
has complied with all the requirements of membership and is in good standing
shall be considered an active member. Active-working members are those members
umpiring assigned varsity games and who are required to pay a varsity game fee as
dues to the Association. Active-nonworking members shall be those members who
have chosen not to work varsity games and who are required to pay a junior varsity
game fee as dues to the Association.
2. Inactive Member. A member who is unavailable to work as a softball umpire during
the high school season but desires to remain a member of the Association. An
Inactive Member shall pay one half (1/2) of a varsity game fee as dues to the
Association.
3. Apprentice. A candidate for membership who has registered for NHSUA’s
Apprentice Program. Apprentices are not eligible to officiate varsity games.
Qualifications and Duties of Members
1. Active Member. A member who holds themselves out as being available for work as a softball umpire on a regular basis. This provision shall not be construed as limiting the right of any member to accept or reject any offer of work.
2. Inactive Member. An Inactive Member will have no responsibilities for meeting
and clinic attendance but must pass the annual NFHS Rules test and is required to pay Inactive Membership dues. By doing so, the member will maintain all rights and privileges.
3. Transfers. The Executive Board may accept for membership any person who is a member of a board or association of umpires from another state recognized by the Executive Board provided such person provides satisfactory proof of membership therein and agrees to comply with all the provisions of these bylaws.
Member Certification
Active members shall be certified in order to receive assignment of games for the high school season. Member certification shall be a function of the following criteria:
Longevity-Rating –Status
Members shall be considered ‘in good standing’ when they have met the following
provisions; current year dues and fees are paid, certified attendance at an annual rules interpretation, pass the annual NFHS Rules test at 85% or better and participate in an evaluation as scheduled by the Evaluation Supervisor.
There shall be the following levels of membership:
- Provisional: Having successfully passed the requirements of the Apprentice
Program and recommended for advancement by the Apprentice Chairperson, a
Provisional Member will maintain Active status, ‘in good standing’, for two (2) years. Members at this level of certification are not eligible for tournament assignments.
- Certified: A Provisional Member may be considered for advancement to
Certified level membership after the completion of their second year of
membership provided that both years were of Active status. This candidate may
be recommended for advancement by the Supervisor of Umpires and approved
by the Executive Board provided their current rating is ‘C’ or above and they are a member in good standing. Tournament assignments may be awarded to members with ratings of ‘B’ or above.
- Honorary: A former member of the NHSUA or any individual who has been active in promoting the NHSUA and the sport of softball in an extraordinary manner. Any member may nominate an eligible candidate for consideration by writing to the Executive Board.
- Hall of Fame: The NHIAA system will be utilized to honor such officials.
Article V: Dues and Fees
The following is a list of annual dues and fees approved by the Executive Board. |

Article VII: Meetings
The annual business meeting shall normally be held on the first Sunday in March.
Mandatory NFHS rules interpretation meetings will be offered prior to the start of the current season.
Special meetings shall be held at such time and place as the President may determine.
Article VIII: Responsibilities and Discipline
- Membership: an active member must attend an annual New Hampshire NFHS Rules Interpretation each year. Failure to attend will result in loss of varsity games.
Penalty: shall be suspended after the last NFHS Rules Interpretation with the ability to appeal.
- Dues: must be paid one (1) year in advance by June 30 with a late fee of $25.00 applicable on July 1.
Penalty: If dues and late fees are not paid by August 30, the member will be suspended with the ability to appeal.
- Test: All members, active or inactive, must take the annual NFHS Rules Test.
Penalty: Loss of schedule. Inactive members may be removed from membership.
- Evaluation: All Active Members must complete the on-line peer evaluation for assigned high school games.
Penalty: Active Members failing to complete on-line peer evaluations will drop one rating grade.
- Tournament: To be eligible for tournament games, active members must receive a minimum score of 85% and attend a three (3) man clinic when applicable for assignments.
- Season schedule: Any member that turns back after the final schedule has been completed will pay a penalty fee of $10.00 per game, per turn back.
Penalty: The Regional Assignor will collect the fee and has the right to waive the penalty fee.
Article IX: Uniform
It is mandatory for NHSUA umpiring crews to wear corresponding colored shirts. When a jacket is worn by the plate umpire, the base umpire is required to match. If the plate umpire wears only a shirt, the base umpire has the option to wear a jacket for warmth.
NHSUA umpires shall wear:
PLATE:
- Navy blue umpire cap with the NH logo*
- Approved powder blue collared shirt for regular season and tournament play
- Approved dark blue collared shirt optional for regular season play
- Navy blue undershirt if an undershirt is worn
- Heather grey pants
- Heather grey ball bag
- Navy blue or black socks
- Association jacket with New Hampshire emblem* ( if needed)
- Black belt with unadorned belt buckle
- Black shoes, hard toe shoes behind the plate are optional
BASES:
- Navy blue umpire cap with the NH logo*
- Approved powder blue collared shirt for regular season and tournament play
- Approved dark blue collared shirt optional for regular season play
- Navy blue undershirt if an undershirt is worn
- Heather grey pants
- Navy blue or black socks
- Association jacket with New Hampshire emblem* ( if needed)
- Black belt with unadorned belt buckle
- Black shoes, soft toe shoes on the bases
25 year patch may be worn on an umpire shirt however no other patches will be allowed
Additional Equipment must be worn and includes:
- Face mask with extended throat protector
- Shin guards
- Chest Protector
*NH Logo hat and jacket are available only through NHSUA approved vendors
Article X: Appeal
All appeals are required to be in writing to the President
When an umpire is suspended, the Executive Board shall notify all concerned that such member can no longer umpire as a member of the Association. No member shall knowingly umpire with a suspended member.
Section A: Dues and Fees
Annual dues are to be paid by June 30. Dues not paid by June 30 may be paid until August 31 with a $25.00 late fee included. If not paid by August 31, the member is suspended and will have thirty (30) days to appeal. A two-third (2/3) vote of approval by the Executive Board is required to re-instate with only dues and late fee required.
- If a member appeals after thirty (30) days (October 1) and before ninety (90) days (November 30) from the suspension date of September 30, a member may be re-instated by a two third (2/3) vote of approval by the Executive Board but must take a closed book written exam during the annul apprentice test and receive a minimum score of 85%.
- Any member that does not appeal within ninety (90) days from September 30 will be required to attend the Apprentice Program and pass the written and field tests.
Section B: General Appeals
- All other appeals may be directed to the Appeals Panel. The Appeals Panel will include the President, Vice President and three (3) Members at Large.
Article XI: Income and Funds
All money, funds and income of the Association shall belong solely to the Association. Monies may be appropriated for stipends of officers or used for expenses incurred to carry out the business of the Association.
Article XII: Fiscal Year
The fiscal year of the Association shall be from January 1 through December 31
Article XIII: Amendments
The by-laws may be amended by a two-third (2/3) vote of the Active Members present, either at an annual meeting or at a special meeting called for that purpose. Written notification of the proposed amendment must be mailed (postmarked) or emailed to all members not less than fourteen (14) days prior to the meeting.
Article XIV: Quorums
Majority of members present at any meeting of the membership or Executive Board
Each Active Member of the Association shall have one vote. The vote of the majority present and voting, shall prevail in all matters except those which normally require a two third (2/3) vote.
If by-law changes have been emailed or mailed to member fourteen days prior to the meeting the changes can be voted on by a majority of the members present.
Article XV: Order of Business
The Association will follow Roberts Rules of Order.
Article XVI: Stipends
An annual stipend may be paid to the following:
- Secretary/Treasurer
- Apprentice Chairman
- Assignor Chairman
- Supervisor of Umpires
- Evaluation Supervisor

ARTICLE: I NAME

ARTICLE: III LOCATION

ARTICLE: IV MEMBERSHIP
1. ACTIVE:
- Those persons who wish to be members of the Association shall:
- pay their dues by June 30th each year.
- attend an annual High School Federation Softball Spring Interpretation.
- take the current High School Federation Softball Exam.
- To keep regular season games, member must receive a minimum of75% on the test and attend an annual interpretation clinic.
- To receive tournament assignments member must receive a minimum of 85% on the test.
- To receive N.H. Tournament assignments members must have attended a N.H. Annual Interpretation Clinic.
- To receive a semi or final tournament game members must have attended a 3-man clinic once in a three year period.
2. INACTIVE:
- Pay 1/2 the annual game fee
- Would not be registered with the NHIAA. Inactive members can't umpire NHIAA, varsity games, and will not be eligible to vote at annual meetings
- No limit on staying inactive.
- Must take annual Federation test to stay inactive. Can become an active member without going through the apprentice program because they must continue to take the annual exam (with a minimum of 75%) and pay the balance of the annual dues.
3. DUAL MEMBERS:
- currently belong to a recognized High School Federation Softball Board.
- they are members in good standing from the state they are working.
- the state they are working accepts dual members from N.H.
- pay annual NHSUA fee
- are active or inactive members.
- attend a Spring Interpretation meeting. (It should be noted that dual members must attend the N.H. Interpretation Clinic to qualify for N.H. Tournament games.)
- have the Secretary of their board send official correspondence to the N.H. Secretary indicating they are members in good standing.
4. APPRENTICES:
- applicants for apprentice membership shall indicate their desire to join by contacting the Secretary, be 18 years of age, and successfully pass the following requirements:
- attend two rules clinics and a mechanic clinic and work with and under the Apprentice Chairperson of the Board prior to the year they are permitted to take the exam. Apprentices must complete a year program unless otherwise approved by the Executive Board.
- successfully complete the written exam with at least an 85%
- successfully complete the field exam with at least an 85%.e. attend a N.H. rules interpretation clinic..
If the state they live in has a Federation Board they must fulfill their state requirements. (This means that people must take and pass the test in their own State. They can join the NHSUA as a dual member or transfer as a full member when they move to N.H.)
5. TRANSFERS:
- In case a member of a board changing their residence to the jurisdiction of another board, they shall be accepted to full membership, and be subject to the rules and regulations of that board.
- In the event of a change of residence of a board member, the Secretary of the first board shall on receiving address, notify the secretary of the board into whose jurisdiction the umpire is transferring, of such change.
- Any umpire who is not in good standing as a member of a High School Federation Softball Umpire Association, cannot be accepted as a transfer into membership of another board.
6. Special Member Status
a. HONORARY MEMBER
Members shall be considered for Honorary Membership when meeting the following criteria:
- Member has served a minimum of Twenty (20) years of active membership
- Member is a roll model and reflects a positive image on the Association
- Member is in good standing
- Member is nominated in writing to the Executive Board by a fellow member or past member
- The Executive Board, by a 2/3 vote, shall approve induction into this elite membership.
- Voting for Honorary Members shall be done at the Executive Board meeting prior to the Annual meeting of the full membership.
- New inductees shall be announced at the Annual meeting and presented with a commemorative certificate.
- A Maximum of two (2) people may be approved for Honorary Membership per year, but there is no requirement that any member must be approved in a given year.
- By a two third {2/3} vote of the Executive Board they can select a member of the NHSUA that deserves to be honored, but doesn't fulfill all the requirements because of certain circumstances.
- Upon retirement an Honorary Member is entitled to all the privileges extended to the membership except the right to vote.
b. HALL-OF-FAME MEMBER
Members shall be considered for Hall-of-Fame Membership when meeting the following criteria:
- Member has served a minimum of fifteen (15) years of active membership
- Member has served at least one term as President, Interpreter, Supervisor, Sec-Treasurer or Assignor for at least 5 years
- Member has umpired in a minimum of five (5) New Hampshire State Championship games
- Member is in good standing
- Member is nominated in writing to the Executive Board by a fellow member or past member
Hall-of-Fame Membership shall be the ultimate reward for a member and should be granted to individuals that uphold the highest values and levels of service set forth by this Association.
The Executive Board, by 2/3 vote, shall approve induction in this elite membership.
Voting for Hall-of-Fame Members shall be done at the Executive Board meeting prior to the Annual meeting of the full membership.
New inductees shall be announced at the annual meeting and presented with a commemorative plaque or ring.A maximum of one (1) person may be approved for Hall-of-Fame Membership per year, but there is no requirement that any number must be approved in a given year.

ARTICLE: V DUES AND FEES
The following is a list of annual fees and dues approved by this board.
- The annual membership dues for the NHSUA. will be one game fee. At any annual meeting the EB can make recommendation an adjustment fee which needs to be approved by the majority of the membership present at the annual meeting.
- Pay the annual insurance fee to NHIAA {this is paid by each member seperate from DUES} which includes the NHIAA fee. Only members registered with the NHIAA will be eligible to umpire NHIAA high school softball games.
- Inactive members will pay 1/2 the fee charged acivtive members.. (When they want to become active they must pay the balance of the annual fee and must had fulfilled all obligations of a full member. Which includes taken and passed the test.)
- Honorary and Hall of Fame members will not be required to pay DUES. e. Regional Assignors will not be charged a DUES.
- Those not paying membership fee on time will be assessed a late fee of $25.00.
- Those taking the apprentice test must pay one game fee to be eligible to take the written and field test. This fee must be paid prior to the written test.
ARTICLE: VI OFFICERS
- The Executive Board of the Association shall be comprised of a President, Vice-President, Secretary/Treasurer, Supervisor of Umpires, Apprentice Chairperson, Interpreter, Assignor Chairman, Outgoing President, and three at large members.
- All Executive Board members must be in good standing.
- The Executive Board shall have sole responsibility in removing any member of the Executive Board, NHSUA, Committee members, and appointees in the best interest of the Association. This removal will be effective until the next annual meeting of the membership.
- if a member of the Executive Board becomes unqualified to serve for any reason the Executive Board shall appoint a replacement until election time.
- The Executive Board shall carry out the goals of the Association to the best of its ability.
- It shall transact all business and can appoint committees upon recommendation of the President
- Special meetings of the Executive Board may be called at the discretion of the President.
- The term of Office will be:
- TWO YEARS
Supervisor of Umpires, President, Vice President, Out going President, Assignor Chairman, Evaluation Supervisor
- THREE YEARS
Secretary/Treasurer, Apprentice Chairperson, Interpreter
- (3) AT LARGE:
Members serving overlapping terms of (1), (2), (3), year terms.
- TWO YEARS
- Elections will take place at the Annual Spring Meeting and officers will take office at the conclusion of the meeting.
ARTICLE: VII DUTIES OF OFFICERS
- PRESIDENT SHALL: -- {Elected} Any member who serves as President may only serve one time.
- be elected by the membership for a ter of two {2} years and be eligible to be elected to tow{2} consecutive terms of office
- be Chairperson of the Executive Board
- serve as the Chairperson of all business meetings of the Association
- prepare agenda items to ensure important and relevant matters are discussed
- create committees deemed necessary and define other duties of each Committee so created as set forth in the Constitution
- have the authority to call a meeting of the membership
- at the conclusion of his/her term, serve as a member of the Executive Board as Past President for a period the elected chair is in office
- appoint with approval of the Executive Board the Web Master
- act as the spokesperson for the Association at public gatherings or designate an alternate
- VICE-PRESIDENT SHALL:
{Elected}
- in the absence of the President perform the duties of the office.
- be well versed in the Association Constitution and serve as the resource when questions arise
- assist the President in ensuring that the Association's operation, activities and programs are conducted in accordance with the procedures as set forth in the Constitution.
- report to the President and perform the duties of teh President in his or hers absence, death, inability or refusal to act, or for any reason it is impractical for the President t act personally. When so acting they shall have the powers and be subject to all the restrictions of the President
- assume duties as my be set forth in the Constitution
- PAST PRESIDENT SHALL:{Elected}
- a. serve as a Executive Board member, providing guidance and mentoring as needed by the current President.
- The past President will serve until a new President is elected.
- attend EB meetings to provide guidance and history to the Executive Board
- SECRETARY/TREASURER SHALL:{Elected}
- be elected by the membership for a term of three {3} years
- be the custodian/recorder of all records of the Association
- be the custodian of all funds of the Association
- be responsible to pay the bills of the Association
- prepare an annual report, based on the fical year, on the financial condition of the Association for distribution to the membership
- keep a record of each membership meeting of the Association
- keep a record of Executive Board meeting of the Association
- present the financial records every three {3} years for an outside review for the Association and/or as a new Secretary/Treasurer is elected.
- inform the membership of the time, place, date and agenda of the Annual Meeting
- be responsible to provide a record of the Anual Meeting to the membership
- compile packets for Annual meetings with test, books and correct test of the membership
- in the absence of the President and Vice-President perform the duties of the office
- INTERPRETER SHALL:{Elected}
- posses a thorough knowledge of NFHS and NHIAA adopted rules, procedures and mechanics of sotball
- demonstrate the ability to teach the rules, procedures and mechanics of softball
- attend the national convention pertaining to rules, mechanics and procedures of teh NFHS. The expenses attached to attending shall be borne by the Association
- provide an interpretation to the membership of new rules and procedures at the annual meeting and all alternate meetings
- possess an ability to conduct two {2} and three {3} man mechanics clinics and other timely topics
- be resonably available to the members to answer questions regarding rules and procedures
- handle protests as requested by the NHIAA softball committee
- APPRENTICE CHAIRPERSON SHALL:{Elected}
- recuit and train new members fot the Association
- develop protocol and procedures for the purpose of training candidates or reentering umpires
- provide classroom and field instruction
- administer written and field tests for the candidates or re-entering umpires
- report to the Executive Board the names of the candidates who have successfully completed the Apprentice program
- ASSIGNOR CHAIRMAN SHALL:
- develop parameters on the Arbiter to assist reginal assignors
- conduct a pre-season meeting with all regional assignors to review new and existing parameters
- review and approve, for overall accuracy and fairness, all varsity level assignments prior to the first publication
- review all regional schedules for assignment equality upon completion of the season
- provide reports upon request by the Executive Board regarding assigning process and issues
- make recommendations to the Executive Board fo the removal of al regional assignor
- make recommendations for new assignors to the Executive Board
- provide a season end report on number of games each official completed and the number of turn backs each official had
- monitor peer evaluations completed by officials through the Arbiter
- REGIONAL ASSIGNORS SHALL:{Appointed by Regional Assignors}
- create initial assignments electronically utilizing the Arbiter
- make necesary adjustments to the electronic game assignments in a thoughtful manner and in compliance with pre-existing parameters developed by the Assigning Chair and Regional Assignors
- agree to work to have equitable assigning standards thoughout the state
- assign all varsity games and endeavor to assign JV games when requested
- not assign apprentices to varstiy game unless emergency situation when no board members are avialable
- EVALUATION/MECHANICS SUPERVISOR SHALL:{Elected}
- develop criteria to be used in selecting evaluators
- recruit and direct knowledgeable softball umpires to be evaluators
- determine which umpires have not been evaluated in the three {3} years prior to the current softball year for evaluation
- develop and implement a protocol for evaluations
- develop and implement a standard evaluation form
- review all evaluations forms and discuss with the evaluators if appropriate
- maintain an active system to record all evaluations completed for a three {3} year period
- provide reports to the Executive Boad on evaluation activities
- identify deficiencies in umpire mechanics and rules knowledge to be addressed at yearly umpire clinics
- monitor peer evaluations completed by officials through the Arbiter
- provide copies of umpire evaluations to their regional assignor
- organize and coordinate two {2} and three {3} man mechanics clinics
- SUPERVISOR OF UMPIRES SHALL:{Elected}
- serve as a liaison to the NHIAA
- suprvise the performance of all contracts with organizations having agreements with the Association
- be responsible for supervising the conduct of the members in the performance of such contracts and their grievances
- be required to make an annual report to the membership and the Executive Board
- be responsible for recommending and monitoring assignments in tournament santioned by the NHISS ensuring that no member will be assigned consecutive state finals
11. MEMBERS AT LARGE SHALL:{Elected}
12. WEB MASTER SHALL: {Appointed by Executive Board}
- be elected by the membership for overlapping terms of three {3} years
- assist with any sub-committee work at the request of the President
- serve as a member of the Appeals Panel
- serve as the liaison between the Association and the company charged with the development and editing the Association website
- periodically review to assure the website is current
- prompt and assist Executive Board members to update their areas of responsibilties
- monitor inbound links from related sites
- establish protocols for website updates
ARTICLE: VIII MEETINGS
- The Spring meeting of the Association shall normally be held on the first Sunday in March.
- Special meetings shall be held at such time and place as the President may determine.
- Each active member of the Association shall have one vote.
- The vote of the majority present and voting, shall prevail in all matters except those which normally require a 2/3 vote.
ARTICLE: IX RESPONSIBILITIES AND DISCIPLINE OF MEMBERS
(Suspended means: Terminated with the ability to appeal)
- To continue to hold membership in the NHSUA an active member must attend an Annual Spring Interpretation clinic each year.
Penalty: shall be suspended after the last spring clinic. - Dues must be paid one year in advance by June 30th. Late penalty fee will be $25.00
Penalty: If dues and late fees are not paid by August 30 the members will be suspended -- PLEASE SEE ARTICLE XI UNDER APPEALS - Members working NHIAA games with non board members must report (in writing) to the Supervisor of Umpires within 24 hours of the game.
Penalty: Failure to do this will call for automatic suspension from the board. Members should do the game and then send a letter to the Supervisor. - ALL MEMBERS (ACTIVE OR INACTIVE) MUST TAKE THE ANNUAL H.S. FEDERATION SOFTBALL TEST.
- To keep your present schedule of games you must receive a minimum of 75% on the test. Less than 75% on the test will mean your schedule will be turned back and no games will be assigned to you in that year.
- To receive assignments for tournament games you must receive a minimum of 85% on the test and attend annual New Hampshire Interpretation Clinic.
- Members of the N.H. Softball Umpires Association (after doing a final) shall not make themselves available for the State finals for one year.
Penalty: The Supervisor will monitor all selections and act in the best interest of the Association. - ANY MEMBER THAT TURNS BACK A GAME AFTER THE FINAL SCHEDULE HAS BEEN DONE WILL PAY A PENALTY OF $10.00 PER GAME, PER TURN BACK TO HIS OR HER REGIONAL ASSIGNOR.
Penalty: Members will pay the Assignor in their area--Appeals of fines will be made directly to the Executive Board and not to the assignor. Failure to pay the fine will mean automatic suspension. - ANY MEMBER THAT TURNS BACK A GAME TO ACCEPT ANOTHER GAME WILL BE SUBJECT TO SUSPENSION.
Penalty: Suspension for one year. --not suspended
Exception: The Assignor can change members assignments to cover games, but he/she must make sure that all games are covered. - All active members must DO evaluations ON THE ARBITER. Active members that do not DO evaluations will be reduced a grade in their ratings.
ARTICLE: X UNIFORM

ARTICLE: XI APPEAL
When a member is suspended the Executive Board shall notify all concerned that such member should no longer accept assignments or umpire as a member of the Association. No member shall knowingly umpire with a suspended member
- Any appeal from suspended members must be done within 30 days of the suspension to the President. {August 31 to September 30}The 2/3 vote of the Executive Board will allow this person to be reinstated with only dues and a late fee assessed.
- If a member appeals after 30 days and before 90 days {October 1 to December 31} from the suspension date {September 30} a member can be reinstated by a 2/3 vote of the Executive Board but must take the close book written exam, {not the field exam} and receive an 85% or higher, during the annual apprentice test in March.
- Any member that does not appeal within 90 days from September 30 will have to go through the apprentice program and take the written and field test.
- All appeals must be in writing to the President.
Please note that all dues are to be paid by June 30. Those that have not paid by June 30 will have until August 31 st to pay their fee’s with a $25 late fee attached. If not paid by August 31 st they will have 30 days to appeal. {September 30} and with the 2/3 approval of the EB they will be reinstated with only the fee and penalty fee to be paid.
ARTICLE: XII INCOME AND FUNDS
All money, funds and income of the Association shall belong solely to the Association and no part thereof shall insure to the private benefit of or be distributed to any member, officer, delegate or member of the Executive Board or shall be used or appropriated for other than salaries of officers, employee and agents, expenses and to carry out the purpose of the Association.
ARTICLE: XIII FISCAL YEAR
The fiscal year of the Association shall be from January 1 through December 31.
ARTICLE: XIV AMENDMENTS
The Constitution may be amended by a two-thirds vote of active members present, either at an annual meeting or at a special meeting called for that purpose, providing that written notice of the proposed amendment shall have been mailed (postmarked) to all members at least fifteen days prior to the meeting.

Majority of members present.
ARTICLE: XVI RULES
The NHSUA, when procedure is questioned, will follow Roberts Rules of Order during meetings.
ARTICLE: XVII SALARIES
Annual stipend will be paid to the following:
- Secretary/Treasurer {$600}
- Apprentice Chairman {$400}
- Supervisor of Umpires {$400}
- Assignor Chairman {$200}
- Rules Interpreter {$200}
- Evaluation/Mechanic Supervisor {$200}
- Web Master {$200}
